How recognition works in Punjab
Three different bodies are involved, and they do different things:
- The University of Education, Lahore is the affiliating university. It approves the college to teach its programmes, sets the curriculum, conducts the examinations and awards the degree. The University of Education is a public-sector university chartered by the Government of the Punjab and recognised by the Higher Education Commission (HEC). Because the degree is a University of Education degree, it is HEC-attestable in exactly the same way as a degree earned on the University’s own campuses.
- The Higher Education Department (HED), Government of the Punjab issues a No-Objection Certificate before a private college may seek affiliation for four-year BS programmes.
- The Directorate of Public Instruction (Colleges), Punjab registers private colleges under the Punjab Private Educational Institutions (Promotion and Regulation) Ordinance 1984.
HEC does not register individual affiliated colleges; it recognises the universities that award the degrees. That is why we say “degree awarded by an HEC-recognised university” rather than the looser phrase “approved by the HEC”.

The affiliation number and date, the HED NOC reference and the DPI registration number will be published here, with scanned certificates, as soon as the college supplies them (requested 3 September 2026). Until then the plates above show the honest state: being confirmed.
